and Receives $1,000,000 in Brownfields Coalition
Assessment Grant Funding

In May 2009, the US Environmental Protection Agency awarded RIDEM a brownfields Coalition Assessment grant in the amount of $1,000,000. This year, DEM is among more than 250 organizations nationally that have been awarded one of 389 assessment, revolving loan fund, and cleanup grants totaling $111.9 million nationally. The $1,000,000 DEM will be receiving for its Coalition Assessment grant is being supported by the American Recovery and Reinvestment Act (ARRA) of 2009.

This is the third year DEM applied for a competitive brownfields assessment grant, but the first time it partnered with RI municipalities in submitting an application. DEM partnered with the Tri-Communities Coalition of Cumberland, Central Falls and Pawtucket with a particular focus on implementing the Broad Street Regeneration Initiative.

The Broad Street Regeneration Initiative is a collaborative effort between Central Falls, Cumberland, Pawtucket and the Blackstone Valley Tourism Council (BVTC) to engage local community leaders and mobilize businesses, residents and other local organizations towards the regeneration of the Broad Street area. Broad Street is a major commercial corridor with deep historical roots that links the three municipalities.

Of the $1,000,000, $600,000 is targeted for brownfields assessments in these 3 communities. The remaining $400,000 is for brownfields assessments elsewhere in the State.

DEM plans to use the funding to carry out a total of 45 site assessment tasks, including 25 Phase I site assessments, 10 Phase II site assessments, and 10 cleanup planning tasks. Site selection criteria will be determined by the RI DEM Targeted Brownfields Assessment Application (revised July 2007). The application process is a competitive process and potential sites are scored based upon numerous factors used to determine the extent to which a property is underutilized, as well as site assessment costs, existence of a reuse plan (which includes sustainable reuse), financial incentives offered by the applicant, leveraging of funds for cleanup, and the applicants community involvement process.
