EPA Loan Administrative Manual. This manual describes the administrative requirements and procedures for the Brownfields Cleanup Revolving Loan Fund (BCRLF) demonstration pilots. The manual is intended to assist the U.S. Environmental Protection Agency (U.S. EPA) Regions in developing cooperative agreements and overseeing BCRLF pilots, as well as to provide program participants with initial guidance on various requirements.
CERCLA: The Comprehensive Environmental Response, Compensation, and Liability Act was enacted by Congress on December 11, 1980. This law created a tax on the chemical and petroleum industries and provided broad Federal authority to respond directly to releases or threatened releases of hazardous substances that may endanger public health or the environment.

NCP: National Contingency Plan NCP Regulation 40 CFR part 300: The National Oil and Hazardous Substance Contingency Plan (a.k.a. National Contingency Plan & NCP) provides the guidelines and procedures needed to respond to releases and threatened releases of hazardous substances, pollutants, or contaminants.

NTCRA: Non-Time Critical Removal Actions is an EPA document that provides guidance on conducting non-time critical remediation under CERCLA. Also includes information concerning the preparation of the Engineering Evaluation / Cost Analysis (EE/CA), which is one of the borrower's responsibilities during the loan process.
