DEM APPROVES PLAN FOR REMOVAL OF SOLID WASTE FROM GLOBAL WASTE RECYCLING AND FINAL CLOSURE OF THE SITE PROVIDENCE - The Department of Environmental Management has approved, with conditions, a closure plan submitted by Global Waste Recycling of Coventry for removal of the construction and demolition debris stockpiled on the site. Under the plan, no new material may be received at the site, and all existing solid waste must be removed by a final deadline of June 30, 2002. The plan also sets shorter, interim removal deadlines for individual stockpiles on the site. Global is not allowed to process any material at the property.The Global Waste Recycling facility accepted construction and demolition debris at the site over a number of years. Although Global had been processing the raw material, stockpiles of the residuals increased over the years in violation of state statutes and regulations governing solid waste. In December of 1999, DEM denied Global a license to operate, and last year successfully petitioned the Rhode Island Superior Court to shut down the operation. In August of 2000, the Court ordered Global to stop accepting any new material, and in November, the Court ordered the facility to close completely. Under the approved closure plan, removal activities are to commence immediately, and all waste materials must be shipped off-site to a licensed solid waste management facility.
