DEM AND EPA ANNOUNCETHE RELEASE OF THE RECORD OF DECISION FOR THE WEST KINGSTON/URI DISPOSAL AREA SUPERFUND SITE PROVIDENCE -The Department of Environmental Management and the US Environmental Protection Agency will release the Record of Decision (ROD) on the West Kingston Town Dump/ URI Disposal Area Superfund Site in South Kingstown next Tuesday, October 3. Copies of the ROD will be available for public use at the South Kingstown Public Library at 1057 Kingstown Road in Peace Dale, DEM Headquarters at 235 Promenade Street in Providence, and USEPA Offices at 1 Congress Street in Boston.The property, which consists of the six-acre former West Kingston Town Dump and the 12-acre URI disposal area, was placed on EPA's Superfund National Priority List in 1992 after chemical contamination was found in groundwater in and around the site and in nearby bedrock wells. Located in an abandoned sand and gravel quarry, the site was used as a municipal and URI landfill from 1945 to 1978. In addition to receiving municipal solid waste, industrial wastes from local industries were also disposed of at the site. A multi-layered engineered landfill cap has been constructed over the existing landfill areas to prevent direct contact with the wastes and to mitigate migration of contaminants to the groundwater. The selected alternative cleanup plan for the site, as presented in the ROD, addresses groundwater contamination in the vicinity of the landfill, specifically a groundwater plume of the chemicals Tetrachloroethene (PCE) and Trichloroethene (TCE) emanating from a former drum storage area, the source of the plume. The selected alternative calls for treatment of soils and groundwater in the source area, where contamination levels are elevated, as well as deed restrictions on groundwater use and land development within the groundwater contamination boundary. Under the cleanup plan, the soils and groundwater will be treated using a technology known as Permanganate oxidation, in which the chemical, Permanganate, is introduced and mixed with the soils and/or groundwater to break down the TCE and PCE. For groundwater further away from the source area, the natural attenuation process by which nature breaks down TCE and PCE will be closely monitored, with numerous rounds of environmental sampling and reviews conducted to monitor the progress and efficiency of the treatment.
