DEM ANNOUNCES APPOINTMENT OF BRIAN M. MOORE, P.E. AS NEW CHIEF OF GROUNDWATER AND WETLAND PROTECTIONPROVIDENCE -- Department of Environmental Management Director Janet Coit today announced the appointment of Brian M. Moore, P.E. as chief of groundwater and wetland protection.
"Throughout his career, Brian Moore has demonstrated a strong commitment to the protection of Narragansett Bay and our coastal ponds and their contributing watersheds, and I am pleased that he has accepted this position," said Director Coit. "Brian is a problem-solver and a dedicated professional who maintains a positive working relationship with constituents. I am confident that his extensive experience in administering DEM's onsite wastewater treatment system program will serve the public well."
Moore has worked as a supervising sanitary engineer for DEM's Office of Water Resources for 22 years. In this capacity, he has been responsible for all permitting, regulatory implementation and licensing for the onsite wastewater treatment system (OWTS) program.
In his new position, Moore will direct environmental permitting and water quality protection programs in the Groundwater and Wetland Protection sections within DEM's Office of Water Resources. Included are permitting programs for freshwater wetlands, groundwater discharge, onsite wastewater treatment systems, and water quality certifications for projects that impact inland and coastal waters. As chief, Moore will also continue to oversee the alternative technology approval program and the licensing program for onsite wastewater treatment system designers and installers.
DEM has established a continuous improvement program - the Lean Government initiative. The programs overseen by Brian Moore involve a high volume of applications and regulatory reviews, which make them a focal area for process improvements. "Improving our systems and processes at DEM is a top priority," noted Director Coit. "Brian Moore's technical expertise and practical ability make him ideally suited to lead these reforms for the benefit of our applicants, partners and other stakeholders."
"I look forward to applying my experiences in the OWTS program, particularly in improving responsiveness and customer service, in a broader way as part of the senior leadership team at DEM," said Moore.
Prior to joining DEM in 1992, Moore worked as a principal civil engineer for the RI Department of Transportation. He has also held positions as a senior project engineer for Pare Engineering Corporation, and as a project engineer for Forte Brothers, Inc.
A registered professional engineer and a licensed septic system installer, Moore holds a Bachelor of Science degree in civil engineering from Northeastern University. He is a member of the Technical Review Committee and a Trainer for the URI Onsite Wastewater Training Center; RIEMA Disaster Housing Committee; DEM A/E Technical Review Committee; DEM Designer Licensing Board; and a RIAR Certified Instructor. He has also served on the RI Board of Registration for Professional Engineers (1998 to 2007) and as the Professional Engineering Board Chairman from 1999 to 2001.
Moore resides in Warwick with his wife, Jamie. He currently coaches the Bishop Hendricken High School varsity rugby team and has served as a coach for the URI Women's Rugby team.
