ISDS Professionals - Disciplinary Actions
In Rhode Island, septic systems or "Individual Sewage Disposal Systems" (ISDSs) must be designed by individuals licensed by DEM. The Department monitors the performance of these private professionals to ensure compliance with ISDS regulations. The Director of DEM appoints persons from outside the agency to an ISDS Designer Licensing Review Panel for the purpose of reviewing complaints against licensed designers and soil evaluators. The Panel makes recommendations to the Director regarding disciplinary actions including whether to suspend or revoke a license. The Panel's recommendations depend on the severity of the actions involved. The Director is responsible for issuing any formal action, decision, or settlement agreement.
Disciplinary Actions Taken by the Director
A summary of DEM's enforcement actions and case settlements appear on DEM's webpage at: http://www.dem.ri.gov/programs/benviron/compinsp/enfact/index.htm and are searchable by month and year of action.
The official file for any licensed designer or soil evaluator may be viewed by appointment by contacting Brian Sullivan at (401) 222-4700, ext. 7720 or at Brian.Sullivan@dem.ri.gov.
Anyone who wishes to file a formal complaint about the conduct of any licensed designer may do so by informing DEM. Complaints must be submitted in writing and signed by the complainant. Complaints should be forwarded to:
