OVERVIEW

This Office is responsible for managing all of the financial, budget, data processing, and business support services for the Department, including expenditures involving both state funds and federal grants, which require specialized performance and accountancy reporting. This involves maintaining more than 160 separate accounts for the Department's myriad number of programs.

Functions relating to these expenditures and undertaken by the Office of Management Services include: federal grant accounting, revenue accounting, budget planning and maintenance, fiscal and financial reporting, cost and general accounting, data processing, information management, and minority business enterprise (MBE) procurement.

Only with adequate staffing of the Office is it possible to undertake the accounting associated with each federal grant and to prepare and submit all of the necessary reports associated with these federal grants. To lose this capability would jeopardize DEM's ability to apply for and receive these grants which exceed state appropriations to the Department and reduce the amount of general funds needed to conduct the Department's programs. Federal audits of federal grants require a level of accounting that cannot be maintained without adequate experienced staff.

In addition, the Office is responsible for administering the state's boat registration program as well as the issuance of licenses for commercial and recreational fishing/shell fishing. This involves the licensing of approximately 32,000 boats yearly. The associated fees are processed and all necessary records kept for each individual registration.
