Statewide Solid Waste Management Plan

The Rhode Island Department of Environmental Management worked with Rhode Island Resource Recovery Corporation (RIRRC) to update the Rhode Island Comprehensive Solid Waste Management Plan through a stakeholder process. This plan is the guiding policy and program document of RIRRC and RIDEM it's purpose is to:
  • Identify the needs caused by specific wastes and the need to develop waste-specific management programs, on a waste-by-waste basis
  • Protect those natural resources affected by solid waste management activities
  • Maximize the utilization of resources recovered from the solid waste stream
  • Provide guidance for the environmentally sound management and disposal of solid waste in Rhode Island based on an integrated, statewide, comprehensive management plan.
The objectives of the Plan are to:
  • Develop policies, programs, and facilities to meet identified needs for the management of specific wastes that protect and preserve the environment and public resources and promote the convenience, health, comfort, safety and welfare of the people of the state
  • Make recommendations to improve the management of solid waste in Rhode Island
  • Enable the development and adoption of strategies to reduce the generation of solid waste and to maximize the recycling of recovered resources
  • Provide guidance to monitor the effectiveness of all management programs
  • Guide the fee-setting process.
