Coordinated Stormwater Permitting Information

STREAMLINED PERMITTING - In order to streamline the permitting process, the OWR has determined that only one application is required to be submitted to DEM, even if a project is subject to the requirements of more than one OWR permitting program. To determine which program should receive the application, the DEM has developed guidance to assist applicants in this process. The advantage to applicants is that a single OWR program will issue pertinent authorizations for the other OWR permitting programs, as applicable.

The Freshwater Wetlands (FWW), Water Quality Certification (WQC), Groundwater Discharge/Underground Injection Control (GWD/UIC), and the Rhode Island Pollutant Discharge Elimination System (RIPDES) Programs all require the use of the RI Stormwater Manual. See below for a link to the appropriate application form(s) for each program.

PRE-APPLICATION MEETINGS RECOMMENDED - OWR highly recommends that you arrange for a pre-application meeting to meet with the pertinent representatives from the OWR permitting programs during the planning and design phase of the project. STORMWATER MANAGEMENT PLAN GUIDANCE - All applicable projects must develop a Stormwater Management Plan as required by the RI Stormwater Design and Installation Standards Manual. In order to make it easier for applicants to address the requirements in the RI Stormwater Design and Installation Standards Manual, the DEM has developed Stormwater Management Plan Guidance, which serves to outline the key components that must be included in every Stormwater Management Plan.

Municipal officials may also use the RI Stormwater Design and Installation Standards Manual to support local stormwater management programs by incorporating or referencing the Manual in local ordinances through the MS4 Program.
