Code of Stewardship and Public Service

The employees of the Department of Environmental Management shall strive to:

  • Extend courtesy, cooperation, and professionalism to all.


  • Help citizens understand and appreciate Rhode Island's natural resources, environmental stewardship, and the policies and programs of the Department.


  • Answer inquiries and requests from the public promptly and accurately, offer complete and helpful information, and seek and utilize ideas from the public.


  • Encourage citizens and private, public, and nonprofit stakeholders to participate in environmental stewardship and watershed protection.


  • Employ innovative and creative ways for the Department to benefit the unique watersheds and communities of Rhode Island.
This code is intended to apply to all DEM employees acting in official capacities and to be consistent with and complement Executive Order 95-1, the provisions of R.I.G.L. 36-14 and R.I.G.L. 36-4-55, Personnel Rule 6.02, and the Council 94 Master Contract.
